Proposal Overview
In Fall 2024, the eHLbc Administrative Centre surveyed eHLbc organizations to gauge member satisfaction with the current Core Suite resources, as well as information needs and preferred communication tools that would support investigating a renewal. With 100% of survey respondents indicating that the Core Suite met their organization’s needs, the Admin Centre moved forward with negotiations.
As a reminder, the current Core Suite, which runs from 2022-2026, is a four-year deal intended to offer stability and increase affordability of crucial health resources for the province. Licensing the Core Suite is a requirement of eHLbc membership.
Throughout Summer/Fall 2025, the eHLbc Administrative Centre worked to share information with members via the Core Suite Web, and discussed options in negotiations with vendors (see below). After several months of negotiations, a proposal has been offered for eHLbc member organizations to review and discuss.

Negotiation Process
- The eHLbc Admin Centre began the negotiation process by bringing membership schedules, feedback from the Core Suite Survey, and comments gathered from members into preliminary discussions with EBSCO and Ovid. Vendors were briefed on how eHLbc works and our expectations before offers were requested.
- Ovid, EBSCO, and APA were all willing to offer four-year licenses, in keeping with previous terms and in line with members' preferences
- The vendors provided initial pricing proposals based on previous years' schedules
- In providing updated schedules and user counts, eHLbc was able to negotiate further reductions for both the EBSCO and Ovid increases
- eHLbc requested title lists, retail pricing, and usage statistics.
